KIRTLAND AIR FORCE BASE, N.M. -- 
After years of planning and construction, Sandia Base Elementary celebrated its grand opening Oct. 30 on Kirtland Air Force Base, marking the official completion of a $53.5 million collaborative project that has already welcomed students into a high-quality, modern learning environment. Operated by Albuquerque Public Schools, the campus serves both military-connected students from Kirtland and nonmilitary families from the surrounding community—demonstrating a strong partnership between APS and the base. The project also strengthened the local economy by employing Albuquerque’s skilled trades and reinvesting in New Mexico’s workforce.
The celebration brought together Kirtland leadership, Albuquerque Public Schools officials, representatives from the Department of Defense and state government, and community members to honor the teamwork behind the new facility.
“Tonight is a celebration,” said Col. Justin Secrest, 377th Air Base Wing and installation commander. “A celebration of resilience in the face of challenges, a celebration of the unwavering strength of our community, and most importantly, a celebration of the bright future that awaits those soon to learn, grow and develop within these walls.”
Funded through the Department of Defense Public Schools on Military Installations grant program, with an additional $10.6 million in state-apportioned funding, the project highlights the enduring partnership between the Department of Defense and Albuquerque Public Schools—ensuring that all students have access to safe, innovative and high-quality education that supports both academic and personal growth. It also reflects a shared commitment to providing quality education and strengthening the surrounding community.
"This was a team effort, and it shows,” said Secrest.
The new 88,645-square-foot, two-story facility replaces the 75-year-old building that served Kirtland families for generations. It features modern classrooms, dedicated spaces for art and music, a library and a gymnasium, and accommodates 575 students compared to the former 350.
“The new facility provides a modern, inspiring environment that enhances both teaching and learning,” said Mary Salazar, Sandia Base Elementary principal. “It offers updated spaces and resources that better support collaboration, innovation, and the academic and personal growth of our students. Faculty now have improved tools and flexible learning areas that help them deliver more engaging and effective instruction.”
The project generated more than $2.5 million in gross receipts tax revenue and approximately $6 million in wages, strengthening the local economy and supporting small businesses across the state.
“This isn’t just about a new school,” said Secrest. “It is a reinvestment in our most valuable asset – our children.”
“A strong school makes for a strong community, and a strong community is absolutely vital to supporting our Airmen, Guardians, Soldiers, Sailors, Marines, civilians and their families here at Kirtland,” Secrest said.
