CONUS assignment exchange system changes

As part of AF/A1's mandated Personnel Services Delivery transformation, the CONUS Assignment Exchange application is one of many voluntary assignment programs available through the virtual Military Personnel Flight.

The self-service application is available and has similar processing procedures to those outlined in Air Force Instruction 36-2110. It is intended for active-duty enlisted personnel and officers lieutenant colonel and below.

This application now allows Airmen to apply for the voluntary program online via the vMPF rather than going to the Military Personnel Flight and submitting a hard copy. The MPF has relinquished responsibility of updating this application and validation now rests with the Air Force Contact Center.

In order to apply for the program, career officer and enlisted members must have at least two years, five months time on station to apply, or be within seven months of expiration of an AAC other than quality control, and at least three years time on station before PCS departure.

Noncareer officer/first-term Airmen must have at least one year, five months time on station, or be within seven months of expiration of an AAC other than quality control, and at least two years time on station before PCS departure.

To apply for the program, members must "find" another member who would like to exchange assignments within the CONUS. Officers must be the same grade, AFSC and similarly qualified. Enlisted members must be the same grade, Control AFSC, skill level and both possess the same Special Experience Identifier if an SEI requirement applies to either requested assignment.

The November 2006 PCS Budget guidelines no longer apply to this specific program and because this is a permissive program with no backfills required, 48 months time on station is no longer a requirement to move for a CONUS Assignment Exchange PCS.
